Windows 11 ARM and iCloud Desktop for Windows

I have a Microsoft Surface 9 SQ3 with Windows 11 ARM.

I installed iCloud desktop for Windows and am trying to sync the contacts and calendar with Outlook 365 64 bit. When I tick the box in the Icloud for Windows software, I get a message that says Either there is no default mail client or the current mail client cannot fulfill the messaging request. I checked all of the defaults under the default app settings and made sure Outlook was set as default for every option that could be set. Next, I tried uninstalling Office 365 64 bit and reinstalled Office 365 32 bit. This time, when I tried ticking the box in the Icloud software, it seemed to get further and then gave an error about not being able to continue because Outlook isn't configured to have a default profile. Outlook does have a default profile with a POP email account and a .pst associated with the account.

This is a brand new machine/install. Are there any known issues with Windows 11 ARM and this configuration? I tried Apple support and they didn't have any information about this and suggested contacting Microsoft.
