Solved Windows 11 Flickering taskbar issue

Hello!

Since yesterday the taskbar of Windows 11 22H2 is flickering as seen in the video

Below things i have already tried;

1. sfc/scannow
2. Disk online cleanup Image health
3. Disk online cleanup Image Restore Health.
4. Restart explorer from Taskbar.
5. chkdsk c:/f and chkdsk c:/r


None of the above options have worked so far and hence I have then entered into safe mode and was able to see taskbar and then went to settings and saw that windows update is throwing an error. Before the issue occurred, windows 11 tried to updated (via settings --> windows update) which I think is causing the issue.

Since this post I cannot see taskbar even in safe mode

Please help.

HI thanks for the reply. I cannot install graphic card driver as the system itself doesn't show taskbar and I have already done clean boot on windows 11 (hiding all non-Microsoft services)

Can you open Task Manager by pressing CTRL + Shift + ESC keys?

I seen the video File Explorer restarting open the Task Manager.

Yes I can open task manager but in background it still flickers and if I go to explorer.exe and try to restart the explorer, it used to hide the taskbar until 2 days but now the message says cannot "This operations is not allowed"

You are not using Explorer Patcher by any chance?

OK using shift + restart i have entered WinRE

Okay when you use SFC command was there any error message?

Give me few minutes to guide you on opening registry and checking Explorer.exe registry value.

There was an message saying some issue found (not sure how many) and that they have been resolved. I have scan 4 times till now but the issue doesn't seem to be resolved.
