Windows 11 Licensing

Is there any clear licensing white papers floating around on how the license aspect will work with Win 11. I'm hearing all kinds of bizarre rumors about it. i've heard if you have an OEM license, that will count as 2 licenses which really doesn't make sense from a business perspective. Any clear links or articles that someone can point us to would be great.

I'm NOT talking about any shady KMS licenses or any other circumvents. Just legitimate and official.

    Plex Server is Minis Forum UM450. AMD Ryzen5 4500U, 6 Cores, 6 Threads. Passmark Rating = 11039. Running W11 Pro. Also have 2 seldom used laptops: HP Pavilion 11M-AD113DX Laptop (W11 Capable), W10 Home, Dell Inspiron 13-5368 Laptop, W10 Home + Apple mini, circa 2012
Windows 11 licensing is and works 100% the same way than Window 10 licensing works.

If you upgrade from a licenced Windows 10, Windows 11 will be activated and licenced. If you clean install, on a device with valid W10 digital license, or in enterprise scenario will deploy a W11 to a device with licenced W10, W11 will be activated and licenced, regardless of the key type (OEM, Retail, KMS, MAK).

Rule of thumb: regarding licencing and activation, Windows 11 will be exactly the same than Windows 10.

OK, I admit, that the above is not an "official white paper". It's just logical conclusion.

Too many rumours floating around about licencing and many other aspects of Win 11. as far as I have heard through official channels it will be the same as 10, of course that may have changed
