Windows 11 Scroll, Link, & Program Install Prompt Issues

I'm having some really weird issues with Windows 11, generally when I'm browsing the Internet. Without any prompting, it'll start zooming with the scroll wheel, it'll ask if I want to allow the program to make changes to my hard drive for any program I click on on the start bar (it doesn't prompt me for this at any other time, and all these programs are already installed), and any link I click always opens in a new window. If I minimize something, it will refuse to maximize the window by left clicking on it, I have to right click on it. I will have been using the computer without any of these issues for sometimes several hours. If I type into the search bar in the start menu, it will not show me any characters and instead fill the text entry field with a bunch of spaces, regardless of what keys I hit.

Before I updated to Windows 11 (I upgraded about a month ago), I was using iCUE with my Corsair keyboard to set up some macros that I don't think I properly configured, and now iCUE crashes on boot and refuses to launch properly. I can only restore normal use of my computer after I've rebooted it. The macros were assigned to my numpad, but this latest time when it started doing this I was not touching any part of my keyboard or mouse, so I'm not sure why or how it started happening.

My keyboard is ~5 years old and I'm a writer, I've certainly put it through the ringer, but this last time it happened seemingly on its own so I'm not 100% it's my keyboard's fault.

This really sounds like either a stuck key or you can check to see if 'sticky keys' is enabled.

If you have another keyboard test with that as well. Honing in on a specific issue you called out. Holding shift and clicking a link will in fact open the link in a new window where as ctrl + click opens in a new tab

The more I think about it the more I think my CTRL key might be broken, as I think most of these behaviors are linked to CTRL + [blank]. I'll check on the sticky keys options. I have another keyboard so I'll test that too.

After swapping keyboards and using it for several hours, this still repeated, so it isn't something with any of the hardware (as far as the keyboard goes I guess?) and is instead some kind of software program. I honestly don't know what it could be.
