Solved Windows 11 stuck at OOBE and how I fixed it

Today I had an old Lenovo 3000 G530 (Mobile Intel Celeron 900 2200MHz, 2GB RAM, Intel GL40 chipset, onboard Intel graphics, mechanical 160GB 2.5" SATA HDD) that run Windows 7 and the owner wanted to clean install Windows 11. He had already took a backup of his data, so I booted with my hybrid Windows 10/11 USB flash drive in order to bypass compatibility and install Windows 11 on Legacy BIOS, MBR. After installation, at the OOBE screen I pressed SHIFT+F10 to open a Command Prompt and issued the oobe\bypassnro command to bypass network connection. The system rebooted and asked my for the country again, I chose Greece. The next step, where I select the keyboard layout took loading for over 5 minutes and then failed with an error. I clicked on ignore, as I can configure the keyboard later and proceeded to click "I don't have an insternet connection" in order to create a local account. The next step took several seconds and failed again.

How I fixed it: I pressed CTRL+SHIFT+F3 to start Windows in Audit Mode, that is login with the built-in Administrator instead of creating a user. After several seconds I was at the desktop and immediatelly went to Settings, Account, Other Users to create a local user. The previous user I had created was already there, so I didn't need to create another local user. I simply clicked on the start button, then on the Administrator user icon and selected Switch User. I waited until I had finally login to User (the local user I had created) and then shutdown the computer. When I turned it on again it bypassed the OOBE screen as there was already at least one user and login to User. Presto! I then proceeded with installing the drivers and applications.

Unfortunately after a couple of restarts the computer logon as Administrator and starts Sysprep and prompts to either configure next restart to OOBE or Audit mode. I tried to go back to OOBE and it stuck at the same points. No reason to lose any more time trying to fix it, so I formatted the disk and now I am installing Windows 11 again. Fingers crossed.

Even worse than I thought, there was a big delay again at OOBE, so I put the hard disk out, I put the disk on another computer to install Windows 11 there. Once I successfully completed the OOBE stage and I was into the desktop, I shutdown and moved the disk back to the laptop.
