Windows 11 upgrade failed with 0xC1900101-0x20017 / Installation failed in SAFE_OS phase with an error during BOOT operation

Hi all, I've been trying to upgrade my working PC from Windows 10 20H2 to Windows 11. Before the installation I had migrated from MBR to GPT using build-in tools and I'm upgrading with Microsoft's Allowupgradeswithunsupportedtpmorcpu registry hack. I already tried it on another idle Windows 10 machine in office and work like a charm. However I cannot upgrade my own working PC, as the upgrade process seems working smoothly, it returned to Windows 10 after reboot and show the above mentioned error. I used to follow some searched tips including update BIOS, run Windows update and done with clean boot as well, but it still return to Windows 10 after the upgrade process with the same error message.

Anyone had thoughts for it?

There were many files missing.

The transcripts displayed access denied on many command results.
(you can uninstall Avast using their uninstall tool then run V2 to see if there is any difference)


There were no event viewer files.


The script results for tune up and upgrade failure were not posted.
(these are needed for troubleshooting)


The modifications to the registry that were made may also be interfering with the V2 log collector.



This computer can clean install Windows 11 and run in an unsupported environment.
It cannot upgrade to Windows 11 using the typical update methods.

Upgrade troubleshooting can be very time consuming.

The computer has Macrium and likely has backup images.
Consider clean installing Windows 11 so that you can test drive.
Then restore an image once you've finished the test drive.

Alternatively, back up important computer files.
Then clean install Windows 11.
Copy and paste the important files that had been backed up.

Windows updates and Microsoft Defender updates should work.

Nobody knows what will happen in the future.
Updates could work for long periods and then fail.
Unfortunately Microsoft is not providing free support for unsupported installations.

Thanks as all tools had been run as per instructed, and I don't do anything for any "missing files". All files are generated as is.
Since I found the error was related to driver issues per MS's doc, I should try updating all drivers with aid of 3rd party tools and try upgrading again.

Additionally, I did mentioned that I had a spare idle PC with same model and similar spec (a lesser CPU with less RAM) and running the same method of unsupported upgrade successfully, therefore I am quite sure the PC should able to run Windows 11 already. Its just a matter of solving any unknown technical issues.

There will be other scripts during the troubleshooting.

However there is something wrong when V2 does not produce all of the results.
It's been run on thousands of computers.

Make sure any/all of these non-Microsoft software are uninstalled:

a) antivirus
b) firewall
c) drive encryption



After uninstalling any / all of the above non-Microsoft software run:
V2

I ended up clean installing 11 on every machine that threw up that error during the attempted upgrade.
