Windows command line to copy a partition

Hi Windows Gurus

Is there a command (either via cmd or powershell) that can copy a partition from one device to another without relying on 3rd party software.

In Linux it's easy : for example copying an NTFS partition including the windows one : ntfsclone -f --overwrite '/dev/sdc3' 'dev/sda3' for example. (This also works in the WSL BTW).

I don't know how to do it from one device to another.... but maybe this will help... ??
