This release is the third stable release of Windows Package Manager 1.7 for Windows 10 (1809+), and Windows 11.
Experimental features have been disabled in this release.

This release fixes issues related to the EnableWindowsPackageManagerCommandLineInterfaces Policy blocking COM calls which should be allowed when the CLI interface is disabled.

How does one install this? Downloading Microsoft.DesktopAppInstaller_8wekyb3d8bbwe.msixbundle does not do anything. Google says use the Windows App Installer but this does not do anything either. THere's a secret to installing - but what is it?

WinGet should already be installed with Windows 11.

Run the command below in Windows Terminal to check the WinGet version.
