Windows terminal scroll back not working

I have been stuck on this for awhile now and hoping that someone can help out. When I am using the terminal and I want to scroll back to see something that flew past the screen, it will just bounce back to the bottom no matter what I try. The mouse wheel ctrl shift and the up arrow keys, nothing works. I have searched the internet and can't find anything. I have tried in the powershell ISE and it works just fine but anything that uses the terminal app it does not work. I have rebuilt my system in hopes that I will find what it is but no matter the configuration, there is no change. Please Help.

1) Open Windows Terminal
2) Press Ctrl + , (a comma)
3) Select Defaults under Profiles in the left sidebar
4) Select Advanced
5) Toggle off Automatically scroll to bottom on output

Or, in Settings -> Defaults -> Advanced
Change History size to something like 50,000
