Windows Won't Shut-Down, Automatically Re-Starts? (I've Tried Everything)

Windows 11 Re-Starts instead of Shutting Down more than 50% of the time.

When clicking "Shut-Down" the system turns off for about a second, then re-starts automatically.

I have tried:

*Disabling Fast Startup in Power Options

*Updating Chipset Drivers

*Flashed motherboard BIOS to most current version (Gigabyte B450 Aorus Pro Wifi) F63c

*Completed fresh USB installs back-and-forth to Windows 11 and Windows 10 (several times)

*Reconfigured Network Adapter

----

The only thing I have NOT tried is: Changing Registry Configurations

Problem is when I type in REGEDIT in the RUN prompt, I cannot find:

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

---

This happens in both Windows 10 and in Windows 11.

I don't understand why this would be missing if I am doing a fresh Windows install every time (booting directly to the USB installer).

Am I missing something?

What is going on with this PC??

Just a guess but look at your power plan. Look at the entries for shut down.

What does this mean?
Does this mean the problem can be fixed?

Solution 1 (Remove all external devices): All I have connected is the keyboard and mouse

Solution 2 (Perform clean install) : Wouldn't this just mean install directly from USB installer?
I tried that several times, even going back and forth between Windows 10 and Windows 11.

This doesn't seem to help at all, and I still don't understand why Registry folders are missing when I install directly from USB. (Also, this USB installer is confirmed working on several different PCs)

Hey bro!

I feel your pain... I literally went through this last night... :(
( well... on windows 10, so I upgraded to the current Win11 build cuz YOLO. *shrug* it was damn broke for sureee. )

I could never fix it, unfortunately.

I was running "Rollback Rx Server Edition" and eventually used that to "mega-restore-point" myself back 1 week in time, and of course THAT would work. xD I probably was messing with too many diff registry changes at all once or something, not sure. :/

But yeah, that's the only thing that got my PC running again. lol.
either 1 week back in time or a straight hard re-install on a clean OS.

auto-shutdown in 1 minute error happened pretty much for 6hrs in a row -- occuring between 2min to 15min --
**** I spent 4-6hrs trying to fix it before giving up and just restoring backwards... don't repeat my mistake of wasted time!
or I hope you find a fix soon :) ****

after turning on the PC. It made backing up the last of my files (copy/pasting them to another drive) near IMPOSSIBLE to finish...

GOOD LUCK!

either 1 week back in time or a straight hard re-install on a clean OS.

That's the problem, even a clean install doesn't work (I've tried this several times).

I have no problem at all losing all data on the PC.
Perfectly willing to make any type of install, as long as it works normally...

If it works correctly in safe boot, try this as a temporary workaround until you can get to the bottom of it.
On desktop, right click-select New-select Shortcut. Copy & paste this in location:
C:\Windows\System32\shutdown.exe /s /t 0
click Next, name shortcut SHUTDOWN.
click on shortcut, system should shutdown. Let us know if it restarts afterwards.

Then, run the V2 log collector and upload results into this thread. @zbook can analyze your logs.

“Even on clean reinstalls” you say? 🤔

I don’t even understand. :(
Curious enough to read through the thread one more time tomorrow when I wake up though.

A new computer expert or genius but I’ve tinkered around a good bit / troubleshooting small or random PC issues over the years. 😴

If I was having this issue I would follow the information on this page: How to Repair Windows 11 with SFC and DISM I've used several times in the past and it corrected the issue I was having at the time, at least it's another option for you to try, I really hope that it helps.

This is working 100% - no re-starts.

So surprising to see anything work. I have already tried about 15 "fixes"

I'll get to work next on the next parts of what you suggested...

Hold on- very sorry. Need to correct this

This seems to be working about 4 out of 5 times (1 Restart)

Shutting down normally seems to work 2 out of 5 times.
