After holding off the 22H2 as long as possible on my second PC, I did the upgrade and settled on the Start11 solution. It gives good customization, is transparent in operation, and a very reasonable price. I can now live with the 22H2.

I've tried one of the third-party apps in the past, but it seemed a bit too clunky. I reverted back to the Win 11 build before 22H2, and will stick with it until there's a MS fix, or I get forced to go to 22H2.

I also just updated to Windows 11 version 22H2 and found the registry HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3 value will not change from '03.' As with the OP, I've had the Taskbar on top as far back as I can recall, and find this the best for my use...
