This worked great for me and removed the Dev Home app. I'm not a developer so I don't need this automatically installed at this time.

This just installed with the latest MS update for me also and with no way to remove. Is the Powershell command you used, this common one: Get-AppxPackage *Dev Home Preview* | Remove-AppxPackage
