zbook, thanks a bunch for your help. I just upgraded to Windows 11 successfully.
Here is a list for the changes made to my system. Hopefully the list will help someone else that is struggling with the upgrade.

Running WDV with only the "Code Integrity Checks" gave the exact same result as running all of the tests except "Randomized low resources simulation". Same screen seen below.

Question, the instructions for running WDV say to click on the "Provider" tab to and select the drivers above "Microsoft Corporation".
I just noticed that when I do this there are some drivers that are alphabetically after Microsoft. Should I be including any of these drivers?

Renamed “mtkbtfilterx.sys” to “mtkbtfilterx.sys.OLD” to determine if it is actually needed. So far, everything works without it.

Deleted the WDV settings and restarted the PC to begin the new WDV settings in above post. Had a BSOD on restart. Screen was scrambled so I could not see the error code. Pressed reset button and machine started right up after BSOD without any intervention from me.

I will start the tests above BUT, I jumped the gun and tried to update to W11 again. It failed and the error was "Bad_Pool_Caller". 0xC1900101-0x40017. It stated that "The Installation failed in the Second_Boot phase with an error during boot operation.
