Does this mean that manually customizing with diskpart at the beginning of the installation will be useless because it will always reduce the portion of the Windows partition?

Is it possible to fresh install Windows 11 by adding the data partition with the recovery partition position after it, not after the Windows partition? If possible, how to do it? What are the pros and cons with this kind of partition configuration?
