I uninstalled and re-installed it from the store again. The label is back on. I just prefer my desktop apps from the store rather than through setup.exe for security and updates. Thank you for your suggestion.
It says that my current weather location is set to a city I previously lived in. I moved a few years ago far from it, and now I have found this old city in the settings. Clicking Update weather settings opens an empty window. The weather in Outlook web shows correct current location though...
