When you reboot into recovery mode and select command prompt, it starts as an elevated command prompt or admin mode.

I had all these same errors with DISM and I was able to clean it up by just rebooting into Windows Recovery Mode and using the command...

Now move it up to the top of the screen and do the same thing. The menu will be cut off at the top of your screen as it will still open...
