You can temporarily disable your antivirus applications and retry. Press Windows + X keys to bring up a menu and click "Command Prompt (Admin)". On the Command Prompt window, type sfc /scannow and press Enter.

Are you running as a "user" or as an Administrator? It looks like you are lacking permissions.

@Judy in Texas If you want to keep all the HP software that came bundled with your computer, just cancel the quarantine for them. I have to do the same thing.
