I've looked through there extensively and couldn't find anything to allow manual control of window placement at start-up like the old "Properties" menu option did.
Prior to the last update of Windows 11 I could left-click in the upper left corner of a running window and a menu option would be Properties. In there I could un-check a box that told Windows 11 to assign the position of the window itself. This was nice because I could position the windows...
DUH! Thanks... I added some blanks in the dism command -
DISM.exe /Online /Cleanup-image /Restorehealth
and ran it. It ran to completion without error. The sfc /scannow also ran to completion without error.
This did not fix the problem. Goodf try!

I can "Open With" Photoshop and other apps. When I tell it to always use that app it eventually stops working as well.
It is ALL photos in ALL folders, not just one photo in one folder.
