I've looked through there extensively and couldn't find anything to allow manual control of window placement at start-up like the old "Properties" menu option did.

DUH! Thanks... I added some blanks in the dism command - DISM.exe /Online /Cleanup-image /Restorehealth and ran it. It ran to completion without error. The sfc /scannow also ran to completion without error. This did not fix the problem. Goodf try!
