    Are you arranging by "Date" or "Date modified"? The former will cause Explorer to read the metadata for every file to see if there is a "Date taken" field. The latter will just sort by the system last write time, which is much faster.

    I also use Paint.Net. It's great, but doesn't do batch conversions, AFAIK. If I have many files to convert, I use XnConvert.

    My favorite batch conversion tool is XnConvert but, as mentioned, for a few images, pretty much any paint program will do the job.

    Some exes must run or the system wouldn't even start up. Can you run notepad or mspaint or anything else from the Start menu? Can your run cmd.exe or powershell.exe? Please post a screenshot of the error. There are sometimes clues in the screenshot that a simple description misses.

    Have you tried temporarily disabling BitDefender (or temporarily uninstalling it) just to see if that's the cause of the error?
