If anyone else has similar problems, enabling UAC might help. I disabled it using the WinAero Tweaker app. I don't know why, but with UAC enabled, MediaInfo balloons are active, but with UAC disabled, they don't work.

Hello everyone, on my Windows 11 Pro it helped to change the value of the DWORD named: "TaskbarSmallIcons" from "0" to "1". Registry branch: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced. I hope this will be useful to someone. The taskbar now looks like this:
