No worries here. The output from the PS query that I posted -is- from a working system that does not have a issue. It does not have the Preview release KB5016691. at this star-date, KB5016691 is a preview & it should be noted is also a non-security update.

One caution about DisableBlockAtFirstSeen = 0
That makes Blockatfirstseen ENABLED. The value of 0 on this means "enable" since this is a "disable" value-setting.
Defender is known to have false positives with that setting enabled.

Also, this glitch is not any danger. Just an annoyance perhaps.
My very initial guess had been that the glitch may be related to Mapsreporting. But that is not so.
My 'suspicion' is that perhaps it may relate...

Does this installation have "FAST startup" set on this system ?
