Yes, that worked fine too. So, the folder can be deleted before or after the upgrade to 22621 or 2514x.
I think I know why it did not work when I tried earlier, I had already tried the suggestion of reinstalling the old version of security and that messed everything up.
I should have known better, than following a dubious suggestion.

This makes it easier to fix.
Not sure why MS left that folder there.

I saw it was not there on the boxes that did not have the problems, that is why I was pointing to that folder as the culprit.

Yeah seemed the most likely cause. I did it on the second PC and now it's fine, no in-place upgrade needed

Well, 22621.169 downloaded today, but I don't know if they fixed anything about this bug, because I previously deleted that folder already in 22621.105 so it is still good with 22621.160.

The bug was fixed for me - I nuked my Windows install yesterday. The problem folder is gone, along with C:\Windows

18 hours later, all good again. Everything re-installed and running well.

The only way I can prove that is by restoring the image that had that folder present and then update to 22621.169 to see if the update removes that. We already know that SecurityHealth is empty on a clean install of 22621.xxx

As I suspected the update to 22621.169 did not fix the problem. It left the incriminating folder as it was previously, did not clear it out.
Again, I had to delete it manually myself to get rid of the problem.
Clearly there was no issue if I already previously deleted that folder which was created on this box on 5/19/2022 when the Security platform was updated.

At least we know how to get rid of the problem, till MS comes up with a fix to clear up that folder automatically after the update.

Keep in mind that that folder requires system authorization, so you may boot in recovery mode (Shift + Restart) and go to command prompt.
Then use the rmdir /s <path> to remove the directory with all its contents.
Keep in mind that the drive letter can be different when you boot up recovery mode.

It looks like the problem has now been fixed by MS. With Build 22621.457 and 22622.590 I no longer needed to delete the folders in SecurityHealth.
Windows security now looks fine without changing anything.
App & browser control is still missing in public Build 22000.918 in View security dashboard.

If I remove that platform update and reinstall the previous version the problem goes away.
It looks like they made a mistake allowing that update on 22000.xxx builds.

What happens if you delete the '2109' folder? I have the 2207 folder on 22H2 build but the old folder didn't get created when I did a clean install of 22H2. The Malware Platform update was installed today with a Defender update.

I did not try that, but I think that just renaming the folder would not work since the installer file of the Windows Security App is in that folder and it is the one for 1000.22621.1.0 instead of the one for 1000.22000.251.0.

Perhaps the other way around if it prevents W.U. from updating it again.
Delete 2207 and rename 2109 as 2207?

As a curiosity I can give it a try, but I'd rather wait for a proper fix from MS rather than messing up my system.

Here is the experiment, it seems to work as a temporary fix, but not the way you suggested, the other way around.

I needed the old 2109 version to eliminate the problem and then trick W.U. to think that the update 2207 was already installed.
Here is what I did step by step:
1) Booted to recovery command prompt.
2) Select the proper disk where Windows is installed. (The letter may be different from C: when booting in recovery mode if you have a multiboot system)
3) cd Windows\System32\SecurityHealth
4) rmdir /s 1.0.2207.20002-0
(Asks for Y/N and I replied Y) and deleted the folder with all its contents.
5) rename 1.0.2109.27002-0 1.0.2207.20002-0
6) exit and rebooted
After the system came up, I reinstalled the old version of Windows Security App from the folder that I renamed.
7) Checked that "App & browser control" were back to normal.
8) From W.U. checked for updates, this time it did not try to install the new version because it was tricked to think the update was already installed by the presence of folder that was renamed to the latest version 1.0.2207.20002-0 even if it actually contains the old 1.0.2109.27002-0 files and subfolders.

Now I can restore the original system with the bug and wait for an official MS fix.

Realizing that this thread originated many months ago. Plus it is easy to get lost since some people are on different Insider builds; others on regular releases. But just as a potential tip. There is a handy Powershell query that can help.
