I think you are saying that if I remove SYSTEM's Full Control rights on my 2 custom power plans, "powercfg -restoredefaultschemes" will NOT remove my custom plans. Put another way: in the permissions of the "permanent" plans (Ex. the Windows default power plans) SYSTEM does not have Full Control...

I still have the problem. After some more research, the culprit is HP: in adding their "HP Optimized" plan they have "broken" the restoredefaultschemes functionality. For now, I am deleting all custom plans myself instead of relying on restoredefaultschemes.

There is something wrong here. Nobody is forcing anybody to uninstall Paint. On the other hand, it almost seems like some of you are trying to stop others from voluntarily uninstalling Paint because they don't use it. How about let's all live and let live?
Maybe this will help some of you...
The following worked for me to remove bitmap image:
1. Make IrfanView the default app for file type .bmp (Settings > Apps > …)
2. Uninstall Paint (Settings > Apps > …)
3. Restart File Explorer (possibly twice or even restart the computer)
