This makes sense, though we CAN customize This PC... and I like them being "hard configured" rather than pinned (which can be easily or mistakenly removed). I also like that with Winaero Tweaker, I can set a custom location AND a custom icon and label for the shortcuts I make.
So with the latest Win11 builds, what's the point of the new Home location in Explorer and why would I use and customize that over This PC? I already use Winaero Tweaker to add custom locations to This PC.
And, why is EVERYTHING nested under "Desktop" on the left pane.

I figured this out. The two computers I had a problem with were both in-place upgrades from Windows 10. On those installations, I had Action Center disabled with Winaero Tweaker. Turns out the upgrade kept that setting and that breaks the system icon panels.
