I think when people say they want a Windows version to look like a previous version, they want the functionality of the previous version. While it's a matter of opinion, Microsoft seems to have regressed some usability in Windows 11.

Another way to convert .webp files to .jpg is with digiKam. It may be overkill if this is all you need to do but it's a nice piece of free software. I use it to manage my photo collection.

The domain of the sender kind of gives it away as a fake (accounts-security.com). Also, I don't think I've ever seen sign-in expressed as "sign.in". Weird spelling and grammar errors are a good sign that it's spam or worse.

I just checked online; you must have the Home & Student version which I see doesn't have Outlook. It's possible that a version of Outlook that old wouldn't support TLS 1.2 anyway. Oh well...
