Update: Finally resolved. I turned off NVidia Gforce display adapter and switched to Intel.
It solved the problem, no latency, no delays.
CPU spikes are still there, but looks to this not abnormal.
Seems to me that NVidia advertised everywhere is a total marketing scam. It created the problem...
Yes. I have SSD. I checked it. Sometimes i hear some hzzz sounds during these CPU spikes. And i have blue screen error sometimes with a computer basically not being loaded. The laptop shuts down for no apparent reason. I use 1 old monitor with this laptop.

Maybe something wrong with the hard drive. Or need OS window pro? I have home edition now. I use computer mainly for basic tasks, no games, no heavy usage.

After all the problems of periodic delays and CPU spikes are not solved.
I rebuilt the Reset and Rebuild Search Index - it did not solved anything.
In addition I updated drivers using Driver Easy - no impact
I uninstall Norton 360 - the same, no efect.

Any time these CPU usage spikes happen any interaction with computer stops for a 1 sec. and then it resumes. It makes an appearance as if computer is lagging in response to anything: typing, browsing internet page, video playing.
I ran this DISM.exe. Seems - no problem
