    I found a partial fix that works for sleep and a shutdown with fast start enabled. On a cold power off shutdown, I still have to wait until all apps are loaded before logging in. Settings, Accounts, Sign-in Options Enable: Automatically save my restartable apps and restart them when I sign back in.
