If I login as soon as the screen appears only half of my startup apps get loaded

Loading about a dozen startup apps. If I wait 20-30 seconds until the HD light quits quickly flashing then login, all startup apps are loaded. I have disabled the 10 second startup delay, tried different combinations of fast start & hibernate on/off to no effect. I have also tried disabling a few of the high startup impact apps.

In case it's relevant, I am using the Start11 menu program.

This is expected behavior.
The OS needs to load all of your programs/Apps and according to your estimation that takes about 20-30 seconds.
Either you need:
- Move all startup programs/Apps to the SSD. -if applicable-
- Reduce the number of startup programs/Apps
- Get a faster system

Thank you for you response. My startup apps are on the SSD. So you are saying they must all load before I log in? I don't understand why if that is true. Why wouldn't they continue to load?

I never had this issue on Windows 10 and until recently not on Windows 11. Maybe something to do with 22H2 or a recent update?

I found a partial fix that works for sleep and a shutdown with fast start enabled. On a cold power off shutdown, I still have to wait until all apps are loaded before logging in.
Settings, Accounts, Sign-in Options
Enable: Automatically save my restartable apps and restart them when I sign back in.
