That's the issue: .NET framework 3.5 is half-checked in, and if I try to install/uninstall it fully (e.g., by also checking/unchecking it and/or the WCF subcomponents below), I get the 0x800F0831 error. The Background Intelligent Transfer Service is on (as the video recommends).
