Solved Errors 0x800f0831 when installing KB5016629

I keep getting error code 0x800f0831 (and 0x80248007) when installing the KB5016629 update (screenshot attached).

The CBS.log file (excerpt also attached) reports something about a bunch of missing packages whose KB code I can't identify ([HRESULT = 0x800f0831 - CBS_E_STORE_CORRUPTION]), e.g.:
  • Microsoft-Windows-HyperV-OptionalFeature-HypervisorPlatform-Package~31bf3856ad364e35~amd64~~10.0.22000.778
  • Microsoft-Windows-MSMQ-MMC-OptGroup-Package~31bf3856ad364e35~amd64~~10.0.22000.740
  • Microsoft-Windows-MSMQ-MMC-OptGroup-Package~31bf3856ad364e35~amd64~~10.0.22000.740
  • Microsoft-Windows-msmq-powershell-Opt-Package~31bf3856ad364e35~amd64~~10.0.22000.740
  • Microsoft-Windows-CoreEdition~31bf3856ad364e35~amd64~~10.0.22000.856
  • Microsoft-Windows-IIS-WebServer-Package~31bf3856ad364e35~amd64~~10.0.22000.708
And possibly others. I tried to google a bit for similar issues, and most suggestions relate to things like:
  • Downloading the missing KB packages -- yes but which ones? These in the CBS.log don't really look like KB names
  • Run the troubleshooter -- as if it ever fixed anything
  • SFC and DISM scans -- everything seems in place
  • Resetting windows update -- tried it via Reset Windows Update in Windows 11 Tutorial and didn't help, neither manually deleting the SoftwareDistribution folder
Any other ideas?

I tried a good number of combinations of SFC and DISM scans/cleanups, as mentioned above. They don't really detect or repair any corrupted files. I'm trying the specific one you suggest right now.

Another attempt I made is doing an in-place upgrade -- as suggested here Unable to update to KB5016629. It fails with the error "0xC1900101 - 0x30018: The installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation" (screenshot below -- for some reasons all these convoluted error messages are not copy/pastable).

The thing is, I do have the right regedit values for unsupported hardware, e.g., BypassTPMCheck, BypassSecureBootCheck, AllowUpgradesWithUnsupportedTPMorCPU, and I'm not running any external antivirus (just Windows Defender): two things online resources typically associate with this installation error.

Then you are missing one of kb from earlier for SafeOS as they calll it.. had same issue.. problem is now to find which one you are missing

I'm not sure if I have them. The control panel shows very few updates installed compared to the history overview in windows update -- I posted a couple of screenshots to clarify. It's not very easy to search for KBs within the Windows Update -> Update history.

I tried anyway to download them from here: Microsoft Update Catalog and here: Microsoft Update Catalog.

The installation of KB5014668 fails saying that it's "not applicable to my computer" (I double-checked I didn't download the ARM-64 by mistake), and KB5014036 is a cab file with seemingly no installer.

KB5014036 was on 24.05.2022 if it isnt there in history you could try installing package through dism

I think I succeeded in installing both KB5014668 and KB5014036 via DISM. Both DISM commands terminate successfully with, but only KB5014036 is shown in the control panel overview.

KB5016629 still fails in the Windows Update. Even if I try to download it (Microsoft Update Catalog) and install it through DISM, I get error 0x800f0831.

Should we hunt for some other KB to install?

Also try this if you have third party av disable it during installation

I don't really have Malwarebytes installed, and curiously I can't seem to turn off .NET 3.5: when I try, I get error the same error code as when installing the update (0x800F0831, this time spelled with a capital F -- not that it matters).

I tried interleaving a few reboots but to no avail.

then its something with .net 3.5 installation try this to reinstall it

i know its for win 10 but its same stuff

That's the issue: .NET framework 3.5 is half-checked in, and if I try to install/uninstall it fully (e.g., by also checking/unchecking it and/or the WCF subcomponents below), I get the 0x800F0831 error.

The Background Intelligent Transfer Service is on (as the video recommends).

Same thing: error 0x800F0831.

It looks like I'm not the only one with the issue, as other users are experiencing 0x800F0831 (albeit on different updates): Unable to download and install some updates [Need Help]

If it's really not specific to our installations, there may be no other way than to wait for Microsoft to fix it.

Most cumulative updates are preceded with .net update that is required for update to install.. and same error is on your corrupted .net installation as is for update..

The repair tool suggested a couple of changes:
  • Reregister Windows Installer service: Unregisters and re-registers the Windows Installer service using MsiExec.exe. Applicable regardless of the diagnosis results.
  • Restart Windows Installer service: Stops and restarts the Windows Installer service. Applicable regardless of the diagnosis results.
But unfortunately it didn't succeed in fixing the issue, neither for the .NET framework nor for KB5016629.

I tried a good number of combinations of SFC and DISM scans/cleanups, as mentioned above. They don't really detect or repair any corrupted files. I'm trying the specific one you suggest right now.

Another attempt I made is doing an in-place upgrade -- as suggested here Unable to update to KB5016629. It fails with the error "0xC1900101 - 0x30018: The installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation" (screenshot below -- for some reasons all these convoluted error messages are not copy/pastable).

The thing is, I do have the right regedit values for unsupported hardware, e.g., BypassTPMCheck, BypassSecureBootCheck, AllowUpgradesWithUnsupportedTPMorCPU, and I'm not running any external antivirus (just Windows Defender): two things online resources typically associate with this installation error.

you tried in place upgrade and not clean install.. its wiping everything from scratch from ssd/hdd and start over just from latest build
