But without kidding. Is your system encrypted with bitlocker? If not, I would probably try to boot from a new Windows 11 installation USB stick and do an upgrade install from there.
I still use the original disk cleanup for this in Windows 11 23H2. If it ain't broke: Don't fix it. It's no longer in disk properties but still in the start menu. Run it as admin to cleanup system files like Windows Update.
There can be Windows policy settings to deny OS upgrades via Windows Update.

Will this feature update for 22H2 be a regular (like monthly) Windows Update installer or do you have to perform an in-place upgrade like we had to with the upgrade from Windows 11 21H2 to Windows 11 22H2?
All updates installed fine on my Windows 11 22H2 PC's and laptops.
Since I run Win11 22H2 I had more than a few occasions where Windows updates failed and only a in-lace upgrade fixed it. So I'm a bit fearful to update since then. But everything went fine.
I got Office 2003 with the Office 2007 compatibility pack installed. So perhaps this update is not meant for me.
Question remains why Windows Update offers it to me.
Yesterday I got a new update, KB5021751 (January 17, 2023, update for Office 2013, Office 2010, and Office 2007 (KB5021751)) and it fails to install with error 0x80070643. When I click retry it fails again and when I reboot and retry it fails again...
With Windows 11 22H2 I had significant problems installing monthly update rollups like these. In my case, I solved it by uninstalling Malwarebytes Antivirus + ZoneAlarm firewall and moving to ESET internet security instead.
For some reason my task manager is all dark. How do I make it look normal (light) again?
