I manually removed the AMD power profile through command line, but when looking at the AMD chipset drivers in Programs and Files it was still showing installed. I've now removed that and will see what happens. Fingers crossed.
I've checked services but didn't see anything out of the ordinary but will look again.
Is there a log somewhere I can search to see what is changing the plan?

That was the issue, thank you. I used O&O ShutUp10++ and it had disabled location tracking and locked it so I couldn't change it. A quick revert and that did the trick.
