I did make it work:
1. Downloaded Windows 10 1709
2. Installed with Local Admin, as 1709 doesn't insist on internet
3. Upgraded to the latest Windows 11 using the Install Assistant (the auto-upgrade won't show up).

I tried those earlier (read on another forum), and they didn't work.
However, I didn't mention it here, as they relate to Windows 11 Home, and my install was only proposing Windows 11 Pro.

I double-checked and couldn't find a step that I missed.
I am currently installing the work account. It already applied "security policies" so I will see how much I could do once the install is complete:
If I am not an Admin after logging in with work email, can I create the local account and make it Admin?

If I enter an email address with a non-work domain, I can't proceed.
My concern with using the work email is that I won't be able to create the local admin account as I probably won't be an admin (Group Policy, etc.).
