22H2 22621.755 Renaming Folders and some program files change the position

When renaming the folders name it moves the folder to the last line in the first row of the side. for example you have This PC and Recycle Bin one after another from top to buttom then it would go straigh beneath them. if I right click and do Undo Rename, the folder jumps to the 1st line above both of them. it happens both on my Desktop and Laptop, it's driving me insane!!

I would disable "auto arrange icons"
it's disabled forever. it only happen with specific folders or only after amount of times. I can rename 2 times and then it would move the folder

Windows over several versions has had a propensity for putting new folders and files at the bottom of the list where stored. Usually changing to a different folder then back will have it reindexed or in Details view clicking the heading of any column in the right panel will reorganize, ascending or descending. And Yes, Desktop is shown as a folder in File Explorer. I'm trying to recall that back 20-some years ago the Packard Bell computers I worked on came with a program I want to say was Norton Navigator, it described the computer as the office, the hard drive as the file cabinet with file folders with files in them. That 'scheme' has continued.
