24H2 Chrome scrolling stutter

Ever since updating to 24H2, Chrome experiences random scrolling stutters. These stutters come and go randomly. It'll be super smooth one minute and stutter the next. I've had this problem since the launch of 24H2. To get rid of the stutters, I have to go back to 23H2 because nothing I ever try works. Every now and again I go back to 24H2 to see if the issue is gone. So far it hasn't. Not sure what is causing it but it is annoying because it happens very frequently.

I am currently on Windows 11 Pro 24H2 (build 26100.6584).

My specs are as follows:

CPU: AMD Ryzen 7 5700X3D
GPU: ASUS RX 6650XT DUAL OC V2
RAM: 32GB Corsair LPX CL16 @ 3200MHz (2 16GB sticks)
Motherboard: MSI B450 Gaming Pro Carbon AC (already on latest BIOS)
Storage: Crucial MX500 256GB (main boot drive) | Crucial MX500 1TB (secondary drive) | WD Green 2TB HDD (secondary drive) | WB Blue 1TB (secondary drive)
Power supply: EVGA BQ 650W
Monitors: LG 29UM68-P | HP ProDisplay P221 | Acer S243HL

Here's some things I've tried:
  1. Clean installing Windows via USB stick
  2. Updating to latest AMD GPU drivers and also several older versions (such as 25.3.1, 25.5.1)
  3. BIOS has been updated several times (new versions have come since 24H2 released)
  4. Ensuring latest chipset drivers are installed
  5. The MPO fix I've seen scattered around the Internet
  6. Disabling some drivers on Device Manager (unused sound and Wi-Fi drivers)
  7. Testing an Incognito Chrome window while the stutters occur (it follows me to this Incognito window).
  8. Testing another browser (e.g. Firefox) during the Chrome scroll stutters. I can scroll fine on the other browser. It's still smooth while Chrome scroll lags.
  9. Disabling Chrome hardware acceleration. This seems to introduce more stutters. Also tried changing the ANGLE backend via chrome flags. No real change.
  10. Tried with and without GPU undervolt
  11. Removed my CPU undervolt (using MSI Kombi strike). Also tried different Kombi strike options
  12. Opened my PC case to do a cable tidy-up and while I was at it, I re-seated the GPU. I did not re-seat RAM though (might try it but doubt it'll help)
  13. Checked for any abnormal usages on Task Manager and for any throttling on HWINFO64. All are clear. Nothing is taking up too much system resources and also no throttling is occuring
  14. Running LatencyMon, but not sure how to make sense of what it saying.
  15. Tried different Windows power plans (Balanced and High Performance).
Nothing seems to work on 24H2. The only fix is always going back to 23H2. This magically removes the stutters. Not sure what is going on here. It seems to be affecting just Chrome and only scrolling. Videos don't seem to lag during the scroll stutters.

I've also noticed video stutters when using the mpv.io player to watch downloaded videos. These stutters also appeared on this player right after 24H2 and occur randomly. Like with the scroll lag, the stutters are gone with 23H2.

Is anyone else experiencing something similar? Any ideas what could be happening? My system shouldn't be struggling with 24H2, yet it is for some reason. I'd like it fixed as I don't want to have to use an outdated Windows version forever.

Of all very wird things you have tryed, I find it strange You haven’t looket at anything involving the mouse and its drivers/funktion.
Don’t You use mouse for scrolling?

Yes I tried that fix but unfortunately it still occurs.

And yes, I also looked into my mouse. It's not the cause. I also experience random video stutters when watching long videos with the mpv.io player which has nothing to do with scrolling, so yeah, the mouse can be ruled out. I wish it was that simple of a fix.

Not sure what is causing it. I've updated several other machines to 24H2 and none of them experience this issue. It's just my desktop PC that is having problems. Starting to think it's some sort of issue with my hardware (maybe some intermittent issue with the GPU or something, who knows). It's a very weird issue because it scrolls super smooth for a while, then the stutters come and after a while it goes back to being super smooth. There's absolutely nothing to go on. No obvious errors in event viewer that align with time the stutters occur. CPU/GPU Clock speeds and usages all look fine in HWINFO/Task Manager. I can't see the cause.

Only Chrome and the mpv.io player give me problems currently. What's weird is the stutters aren't system-wide. So if I get scroll lag on Chrome, I can go over to Firefox (which is often open on another monitor), scroll and it'll be super smooth. I go back to Chrome and it's still stuttering. It keeps stuttering until whatever is causing it goes away. This issue persists even on an incognito window.

Same thing with mpv.io, I notice the video start stuttering and then move over to another monitor (that has Chrome open) and scroll, there's no lag. Just like with the scroll issue, these mpv.io video stutters just disappear after a while.

I'm using a Huawei Matebook Ryzen 5500U 8/512.

I didn't encounter this issue with the previous and latest versions of 24H2. I haven't encountered this issue since installing 25H2.

if an upgrade to 25H2 doesn't fix the problem
in the chrome address bar write
chrome://flags

this will open another window/tab
in the search bar write
smooth scrolling
set this to enabled

restart chrome and see if that improves scrolling

This still isn't fixed for me. I am currently on Windows 11 25H2 (build 26200. 7171).

I've noticed that if I change the ANGLE backend to D3D9 on Chrome, it seems to remove those scrolling stutters.

I still also notice the stutters in some videos I watch (using mpv.io player and BBC iPlayer on Chrome), but it does feel like it happens less frequent now. This bug is harder to detect since it doesn't occur as frequently as the chrome scroll stutters did.

So for the Chrome scroll issue, it seems that D3D11 is the issue. Starting to suspect it is something related to my GPU. I came across this thread and tried the fixes there. Unfortunately, it did not help. The stutters still frequently occurred. As soon as I went back to D3D9, it was fine again.
