All the new features for 25H2 were delivered in the 24H2 cumulative updates, but were dormant until the 25H2 Enablement Package was installed. The main difference between 24H2 install media and 25H2 is that the 25H2 one includes and installs the 25H2 Enablement Package.

The 26H2 Feature Update is going to be another enablement package, so they will exist for at least another year.

I don't ever remember seeing that enablement package on the 25H2 ISO It probably is there, and maybe just skipped my attention I will look again. It ould explain a lot.
I always look through the wim packages on an ISO out of curiosity.

I did not and never had any issues. One thing I do not do is remove those packages in an Insider build. I doubt that I will ever be on another Insider. I also will do an In Place Update Repair before the July PT.

I admit, I like using the Beta and RP builds just to play with some of the new and latest features early. Never been adventurous enough to play with the experimental builds and have no desire to as they are just that, experimental.

I prefer not to uninstall them... leave them as they are.. I had no problems before formatting pc (by removing them).. everything was fine at every update!! But after formatting my pc I didn't touch them... it's up to you...

As the OP, I think I should add a comment. On my 'main machine' that's in daily use I removed the packages in March 2025 when it was on 24H2 build 26100.3476. Since then it has had no issues, all updates (including the 25H2 Feature Update) have installed without problems, it's now on the current latest build 26200.8973.

That is an RTM window install, Insider builds are another story, even though they are based on the same 24H2/25H2 platforms. All was fine until April 2026, then I had update failures, only cured by reinstating those two packages. This was easy to do, an in-place repair install will put them back.

I'll not advise you one way or the other, the safest option is the easiest - do nothing.

For me I'll continue to use my main machine with them removed, safe in the knowledge I can easily put the back if ever needed. For all my Insider builds the two packages have been left in place.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

    My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Dev, Beta, and Canary builds as native boot vhdx.
This is just another feature of Windows designed to annoy users due to useless software engineering by MS. I can't be bothered to fix their irritaing problems so do nothing!
