All browsers open new pages at bottom of page

I'm using Win 11, version 24H2 currently up to date. My problem is recently, all browsers I have installed, Edge, Firefox, and Chrome open new pages at the bottom of the page. I have gone through checks I can find online including reloading mouse drivers. Nothing has cured my problem. Since the problem is uniform across all browsers, and a couple mice, I suspect something askew with Win 11.
