ALL files being saved as HTML links

I was using me girls PC today, year old build windows 11 latest public release nothing fancy. Anyway I had to email her some JPG pages for her to upload to a site online. Well she has Chrome and Microsoft Edge. Both of them only save the JPGs as 1 HTML limk on her desktop(which is her download location). I cannot for the life of me get either browser to save anything as a pdf or just to save them as the JPG they are...WHY? Better yet, is there a way to fix that? I did just read something that said Edge and Chrome Cannot download or save pdfs etc..that has to be a lie? IDK I only use Firefox and I dont have this issue. These pages she needs to download and then upload are very important. Any help appreciated. TY

Does it work in incognito mode? I suspect an extension causing the behavior. Everything I download downloads as the correct file type

well the crazy part is it happens on my pc and my girls pc. mine has high security and I use a vpn hers has basic Avast free but nothing else. She uses stock everything. So I dont believe thats it. Best I can do is try doing the same thing with ALL my extensions Off and try incognito mode. Ill let you know what happens
