this isn't tangible on a couple of entries, but becomes extremely frustrating (and unproductive) when dealing with a huge amount of entries...I had sent feedback to Microsoft on multiple occasions but got only generic emails for a reply.

Edge Version 129.0.2792.79 (Official build) (64-bit)

Yep. I just went through organizing my favorites. Like to have driven me nuts until I figured out how to keep it from happening. The key is to
NOT try to drag within the right pane. Always go right pane to left pane and stuff won't jump around

What I did to work around it was this.
In left pane build additional folders/ sub-folders to your liking.(To do this click on upper level folder on left. It opens in the right. Select add folder)
This will add a sub-folder to the folder you are in and will be reflected on the left. I kind of knew how I wanted my new folder/sub folders named so I built the bulk of them before I started

Then from left pane expand all the existing folders to make all the sub-folders visible by clicking the drop arrow beside each one.
Open one of your existing folders that has favorites you want to organize. This puts the favorites within that folder in the right pane. You can then easily drag individual favorites from the right pane to any folder/sub-folder on the left.
(You have to expand one of the folders on the left to get to its sub-folders.)

I worked through every existing folder I had where favorites were stored in this way. Several I had to go back through the second time to get stuff into additional new sub-folders I built as I went along.

Hope this makes sense.

@glasskuter yes I think I understood... arranging in right pane causes jumping, but dragging to the left pane does not, so I have to re-structure my bookmarks accordingly ....right?

still, I hope Microsoft fixes this because it's somewhat inconvenient, so much that I almost wanted to ditch Microsoft Edge and go back to Brave

That's what I have found. And as far as I can remember, this is the way it's always beeen, but I could be wrong. My memory isn't what it once was.
