I just went into my registry and deleted that key, then recreated it and gave it a value of 1, and rebooted. No change. No seconds.

What version number are you running? I'm on 21H2 22000.194.

Try it with Winaero, maybe something else is changed or the regional format needs to be set to a specific setting. I'm just throwing ideas here.

And so is the Win 11 tutorial. Microsoft has simply killed the option, at least for now. I sincerely hope they will re-think that detail.

I'm wondering whether the fact that you have a bilingual setup (ENG/FRA) makes it possible to get seconds on your machine. Maybe if you set the time-region settings in French, something different happens from when you set those settings in English.

As you said above, I'm "just throwing ideas here." Unfortunately, none of my ideas (or yours, for that matter) have produced seconds on the clock.
