Unless someone suggests something more specific, I’d investigate fixing it along these lines:
  1. Use System > Recovery > Fix problems using Windows Update. This is a blanket "fix everything" method that doesn't change your installation or settings. It is just like a big Windows update.
  2. Reset Windows Defender. Google searches will turn up results from different forums. This might change your Windows Defender settings if they’re not defaults.
  3. Seek advice on Bleeping Computer’s malware removal forum. This isn’t a malware case, but they often offer scripts/steps to reset Windows Defender when it’s disabled by malware or isn’t working properly. This requires installing third-party admin-level tools and publishing their logs to a public forum.
  4. Factory reset / clean install. This is the most extreme — I’d wait and make sure this is absolutely the last resort before doing it.

Well I had tried #2 fist thing. Not prepared to do any of the others

I tracked this down to a hardware issue that I fixed. I also had to roll back to a backup a few days ago to completely fix it.
