They're all different images, except for 22H2 & 23H2 which share the same Windows ADK. Over the time, WinPE will ship with different bug fixes for previous issues.

But from your point of the view, they're functionally the same for running scripts and apps in PE.

Normally, you use the WinPE that ships on the Windows ISO you used to install or upgrade.

If you download a third-party WinPE, such as Sergei Strelec's WinPE which contains a lot of tools, keep in mind that 24H2 doesn't run on very old computers without SSE4.2
