Bad T-Con Board on TV?

Other than the discoloration/pixel issue all the way across the bottom of the TV, the TV works great. Someone had this TV setting out by the curve with a sign on it. .. So i grabbed it. . . If i can fix it, then it'll be a dang good 50" TV. . . Could it just a bad T-Con board?

I was a TV tech 35 years. That has the appearance of a T-Con board yes. A Main board is also possible, as well as the panel itself, but T-Con would be my first guess from afar. How does video react in that area? Delay like the Matrix, or just steady distortion like the menu?

You can try lightly tapping on the lower area with your finger tips, see if you get an obvious reaction, that would tend to imply a panel

Not sure about the matrix thing. I can slightly press on the lower area of the display and it just changes colors. I can get a new T-Con board for like $22, but I don't wanna spend the money on it if that's not the issue. . . I wish I could fix it, because it would be a great TV

If it were me, I'd give the T-Con a try. When I was working and the customer sent me that picture, I'd preorder the T-Con

Yeah, that's the cheapest part to start out with
