My only suggestion would be to use another computer to download a current iso using the media creation tool.
Select the option "Create installation media for another PC"
Don't insert any drivers into the media. Run it as is.
Make sure all other drives except the system drive are disconnected during the install.
Make sure
all partitions are deleted and choose to install Windows on the unallocated space. (step 11)
The screenshot below is from the maintenance manual for your laptop. Note the highlighted area. It appears raid or VMD controller is set to on by default in your bios. This missing driver is why your machine will not boot.
You will have to install Intel Rapid Storage Controller in pre-boot at the
load driver stage (step 11) using the f6 method referenced in Dell documentation below. The Intel IRST driver is listed on the support page for your laptop under 'storage'
Alternately you can change operating mode to AHCI in your bios which negates the need for this driver. If AHCI is not an option in your bios, you will have to install this driver in pre-boot.

Here is the Dell F6 documentation guide how to extract the f6 driver from the downloaded driver package. It also shows screenshots how to insert this driver during a clean installation.

Then proceed through the other steps of the clean install tutorial. Once Windows boots it should install all the necessary drivers. Any missing drivers can then be manually downloaded from the Dell support page for your laptop.
OR you can install Dell Command Update (listed under Applications on your support page). Command Update will install any missing drivers for you.
