I had installed Broderbund The Print Shop Deluxe version 15 which was 4 CD disks onto my old PC which ran windows 10. I now have a new PC which runs windows 11 but doesn't have a CD disk built in so I may have to buy a CD/DVD player for it.

Yes for that version (are you sure it's 15?) you would need to purchase an external CD/DVD player for around $15/20 but that's no guarantee that it would install.
Reason being is that if the installation is via CD, I can only imagine it is quite old.

Sadly, the ISO started out fine, it got to 52% but then asked me for the 2nd disk which I cannot find on the ISO.
I think the original idea of purchasing an external CD/DVD would be best. All I can tell you ids that Windows 11 didn't have a problem with the first part of the install which is a good sign.
However if it would have been able to run after that is another factor.
I am confident it probably would work.

Well, I found the full set of ISO's (Disk numbers) but it's going to be a little bit of a learning curb to install, and to explain it to you. I think it may be a lot easier to jump on Amazon and get the external.

Unless someone knows how to combine the 4 ISO's
