Here is a screenshot of Setting panel, almost entirely black. Control panel is almost entirely black.
I tried the following cmdlet on an elevant command prompt :
Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}
