If I Right click on my pc I have to wait several seconds and when the contextual menu appears is unusable for about 3 seconds. Also the cpu usage increases

I can't tell much by looking at the video.I am assuming your laptop runs NVIDIA® GeForce® GTX 1660Ti graphics if I looked at the correct specs. Have you verified your graphics driver. Looks like a new one was released Feb 14. Latest NVIDIA GeForce Graphics Drivers for Windows 11
Take a look at reliability monitor to see if it will lead you to any faults. If any show in the graph, you can double click on the "X" and it will give more info. Then take a look at event viewer. Just search for both those apps to get to them. Don't be overwhelmed by the sheer amount of info you will see in event viewer. You're only interested in errors. Scroll to the time you had the issue to see if anything shows up.
