Ok ive had this happen quite a few times over the last couple years. Im running the most up to date Windows 11 public release. Newer mid level PC build. I chalk this up to a Windows update. This happens in the video I have attached showing whats happening. Then after an update or so sometimes its fixed but sometimes not. Anyone else have this happen? Its just annoying really. I have to click rapidly about 10 times to get the button im clicking to work.

If it has been happening that long I do not think it a Windows update issue. Have you run checks on the OS? DISM /Online /Cleanup-Image /RestoreHealth and sfc /scannow etc.
