The reason maybe that the PCI-E x16 slot is looked at first as that would normally be a Graphics Card, top priority.
Thus putting in a PCI-E Card with NVMe drives, result numero 0.
There should be settings in the BIOS/UEFI to set the priorities of Graphics Cards(PCI-E)/Integrated graphics.
Another thing you can try is put the PCI-E card with NVMe drives in a lower slot, they maybe have less PCI-E lanes allocated but it would prove a point, or not.
