Can not connect to mobile hotspot


So
- with that Device mgr, Network adapters, Intel 9560 WiFi adapter entry showing no errors [in your post #20 diagram],
and
- it also showing as enabled in Network & sharing centre, Change adapter settings [your post #7 diagram],
I am sorry but I cannot think of any reason for the WiFi switch not to appear in Settings, Network, WiFi [[my second post #10 diagram, your post #13 diagram].

Personally, but without any logic, I would
- Check that the computer hotspot [that you mentioned earlier] had been turned off - Turn On or Off Mobile Hotspot - ElevenForumTutorials,
- Reboot to see if it made any difference,
- Create another user account {just to see if the fault also affected it},
- Run SFC to see if it made any difference {because the inconsistencies point to a Windows fault, in my opinion} - SFC - ElevenForumTutorials,
- Run a Repair install {out of sheer frustration} - Repair Install Windows 11 with an In-place Upgrade - ElevenForumTutorials.

Thanks for your help I may try a repair install later, I just can't find anything that would prevent Windows 11 from having wifi options

Hotspot on phone is/was on , ran SFC, not sure what you mean create another account, I may try the in place upgrade after I read more about it
I don't want to create a bigger mess than I have now
I just looked at in place upgrade reinstall but I have no option to reinstall (step 3)

Fixed it, I found WLAN AUTOCONFIG was disabled in services, wifi working now

I do wonder what disabled WLAN AutoConfig

The idea behind creating another user account was to check that the fault was not some defect in your existing user account profile [the collection of settings that define how your account behaves].
Add MS User Account - ElevenForumTutorials
Personally, I always have a spare [unused], Admin, local, password-protected user account ready for use in case my day-to-day Admin user account ever gets corrupted. Actually, I have two spares.

I know it's no longer needed for the current situation but
- Repair installs don't really create messes.
- Repair installs re-copy all the Windows files so they can help to end problems caused by their having been corrupted.
I have always used Option 2 of that tutorial. The Option 1 (Step 3) you were looking at is not yet available for most of us - as stated in its opening line in the area with the dirty yellow background. You can always check your build by running the command WinVer in Windows Terminal.
